MUUZTZ union requested the Minister of Mining and Heavy Industry G. Yondon to classify ZT-3.7, ZT-4.7, and ZT-5.5 according to the difficulty of the design in the "Regulations for Issuing Special Permits" issued by the Ministry of Defense from July 1, 2021. "Mining Technology Design and Feasibility Study" provisions have been specially distinguished.

Under the terms of this change, the composition of the ITA required for the companies to work with a special license has been included to be qualified mining and consulting engineers and experts with a degree in mining management. In the past, other professions such as construction and architect consultants, qualified engineers and budgeters were required, and this has been corrected, making it much easier to obtain and renew mining design licenses.
